Abstract:

San Francisco Water Department, facing a possible fifth year of drought, purchased surplus water from the Placer County Water Agency and arranged for wheeling of the water through State Water Project facilities to an emergency turnout on the State's South Bay Aqueduct. Planning for construction of the emergency turnout and the inter-agency transfer of water included many operational pitfalls and environmental uncertainties.
