Abstract:

This paper presents the methods used by Alameda County Water District to plan, fund, and implement its long term capital improvement program. Water supply and facility planning studies and the development of capital improvement programs are not unique activities for the water resources industry. The real challenge is keeping the planning document current and useful on a continuing basis. The paper describes how the District developed its capital improvement program and financing plan and then details how its planning documents are regularly maintained and updated to form the basis for the setting of the District's water rates and charges.
