Abstract:
The perception of plenty has hampered efforts to increase public understanding of the importance of water planning and conservation in Washington State, where enough water in the right place at the right time is actually hard to find. Competition over water has exploded in Washington in the last five years and conflicts over allocation have ground effective decision-making to a halt.
