Abstract:

NRC has the responsibility for evaluating the license application for a repository against the regulations it has promulgated. Performance assessment is the bridge between regulatory decision-making and the scientific information amassed about the repository site and the repository design and the significant uncertainties that will always remain in this scientific information. A concern is whether performance assessment will provide an acceptable basis for making regulatory decisions about a nuclear waste repository. It will provide that basis if parameters and uncertainties can be quantified, if all relevant information is included and the limitations of certainty are acknowledged.
