Abstract:

Under the new Clean Air Act, electric utilities will be able to choose from a wider range of sulfur dioxide emissions control options than in the past. Among the newly available measures are emissions dispatching, energy conservation, retrofits of clean coal technologies, and trading of emissions allowances. This paper summarizes a method for comparing alternative measures and creating a comprehensive, cost-effective emissions control strategy, and an application of that method to the American Electric Power system.
