Abstract:

Measures currently underway by the California Department of Water Resources will result in water transfer enhancements to the State Water Project. Water banking facilities, in the form of surface and underground reservoirs located south of the Delta, will allow for diversion and storage of excess winter flows for use during periods of critical need. Concurrently, plans are underway for completion of the State Water Project delivery system including the Coastal Aqueduct. As an integral part of these combined efforts, environmental issues must be addressed and optimum solutions arrived if these programs are to be successful.
