Abstract:

This paper presents an overview of the development of the Las Colinas Area Personal Transit (APT) System, identifying the key aspects of the APT Project related to a public/private partnership. The APT System is an elevated people-mover which links major sites within the 960-acre Las Colinas Urban Center, the centerpiece of the 12,000-acre community of Las Colinas. This paper also reviews the procurement of the APT System by the Dallas County Utility and Reclamation District (DCURD) and describes the APT implementation process.
