Abstract:

This paper examines factors affecting implementation of two categories of transportation projects - retrofits and growth leaders. Retrofits involve expansion or rehabilitation of existing facilities, while growth leaders anticipate future development. Each has different requirements for success, but both need a public sector institutional base of support. Retrofits, are more reliant on public sector implementation and financing, while growth leaders are dependent upon private sector assistance in securing right of way, financing, and facility contributions. System planning for growth leaders requires blending financing sources, anticipating incremental implementation, and pooling the capabilities of public and private entities.
