Abstract:

The Massachusetts Bay Transportation Authority (MBTA) is proposing to construct a new transit connection between downtown Boston and the South Boston Piers area. The MBTA has worked with landowners/developers and state and city agencies to select a transit solution and develop a public/private partnership to finance the project. Several alternatives have been examined for the creation of a special financing district. The paper reports on the land use and transportation analysis, describes the proposed transit solution, and provides a detailed reporting of the policy and economic issues associated with each of the special district concepts under consideration.
