Abstract:

The paper reviews the experience of the Chicago Transit Authority's partnerships with the private sector. The funding, space, design, construction and operation components of a partnership are examined. Fundamental differences between the public and private sectors are discussed as limiting factors to successful partnerships. Suggestions for improving the chances of a successful partnership are also provided.
