The paper shows how a spreadsheet, LOTUS 1-2-3, can be used in developing expert systems without using any other software. The application program is for selecting a dominant maintenance strategy for flexible pavement management originally developed by the California Department of Transportation (CALTRANS). The advantages of using LOTUS 1-2-3 as a 'high-level' programming language will be demonstrated.
