Abstract:

There is a growing need for new methods to maximize highway transportation operations, and a growing set of tools for the engineer to use in this task. This report examines one specific tactic, the traffic operations control center (TOCC) and one specific tool, the microcomputer. Issues examined include the underlying reasons behind the need for operational improvements, the use of traffic operation control centers, the development of the TOCC simulator, and the role of microcomputers in this process.
