Abstract:

In order to meet the water supply needs of Colorado communities and the requirements of the Safe Drinking Water Act of 1986, the Colorado Water Resources and Power Development Authority (Authority) has established a program to lower the costs of financing for small water supply projects. For projects costing $10 million or less the Authority will lower the costs of financing by pooling multiple borrowers into single bond issues, providing the debt service reserve fund for the revenue bonds, and buying bond insurance for the bond issues.
