Abstract:

The Nuclear Waste Policy Act directs the Nuclear Regulatory Commission to complete the licensing hearing process for the High-Level Radioactive Waste Geologic Repository within three years, with one year extension possible. To comply with this requirement for a first-of-a-kind facility the Commission has undertaken an aggressive program of regulatory guidance development and oversight. This paper describes the Commission's staff approach in applying system engineering concepts to develop a regulatory program and licensing framework to support the Congressional directive.
