Abstract:

This paper examines differing interpretations of the concepts participation and communication and their implications for practice. The purpose is to reflect on some of the factors that contributed to problems in policy implementation under the original Nuclear Waste Policy Act (NWPA) and that continue to be relevant to implementation of the Nuclear Waste Policy Amendments Act (NWPAA).
