Abstract:

This paper discusses the organization, mission and functions of the Resident Engineer and the other construction elements of the Washington Metropolitan Area Transit Authority (WMATA). The paper discusses how WMATA uses and supports its Resident Engineers in constructing a modern public rail transit system. Highlighted are recently emphasized elements of the program: Federal Oversight requirements, Quality Assurance/Quality Control and insights into the selection of Resident Engineers.
