Abstract:

Developing the Calaveras project under a turnkey agreement has shown that: (1) some 2 years can be saved, (2) cash flow for the owner is significantly delayed, because engineering is first paid for along with construction, and (3) the owner's risk of cost overruns is essentially eliminated. For project developers with limited financial ability, the turnkey approach may very well be the way to go, thus saving them both time and money. However, it is of paramount importance that only highly quality-conscious, reputable contractors and engineers for such a contract are selected.
