Abstract:

The City of Dallas, Texas Water Utilities Department is responsible for the design and construction of all needed water and wastewater facilities including treatment plants, pump stations, and pipelines. Customer needs and regulatory requirements have caused the ten year capital improvements program to approach $1.5 billion. The process used by the Water Utilities Department was developed to insure that competent and capable design and construction management firms are selected and that the City of Dallas' commitment to the use of minority and women owned businesses is met. The process is explained in this paper.
