Abstract:

The Los Angeles County Transportation Commission ('LACTC') has embarked upon a 150 mile rail transit construction program within Los Angeles County. A program management approach was selected for this effort which combines a small, management oriented agency staff with an extensive engineering and construction management consultant effort. LACTC has found it necessary and effective to engage the services of a Project Management Oversight Consultant (PMOC). The primary key to the success of such a project management approach lies in the care and thoroughness used in: hiring and organizing an agency staff which is technically qualified, and operations and maintenance savvy yet primarily management oriented; selecting the consulting firms in whom we will put enormous trust for the success of our programs.
