Abstract:

Procurement of the new runners involved the selection of two manufacturers who have entered into a design competition in which competing models will be tested in an independent hydraulic laboratory. In selecting these manufacturers from among several bidders, a computer program was used to simulate plant performance. This program was issued to the bidders for their use in performance evaluation. This paper summarizes the reasons that the New York Power Authority selected procurement via competition and describes considerations necessary to complete the competition and assure fairness to the manufacturers.
