Abstract:

The most successful relicensing program is anticipated to involve an aggressive, proactive strategy as follows: select a small, responsive management team to make the decisions concerning relicensing strategy development, schedules, and studies; get ready for relicensing by auditing existing project operations and maintenance, compliance, and safety performance, establishing existing site resource utilization parameters, and formulating a modernization/improvement development plan; based on available data, prepare a program of testing to provide basic scientific/technical parameters of site resources to aid in assessing the interaction of the project with the site environment. Propose a balance of power and non-power resources for the project and aggressively promote and defend this balance in relicensing consultation and regulatory interaction with agencies; and monitor FERC orders and rulemakings for shifts in relicensing policy and maintain the flexibility in relicensing strategy to respond to changing regulations.
