Abstract:

This paper describes the present FERC dam safety compliance program. The program's philosophy and history, organization, and key elements as well as accomplishments are presented to clarify the goals and focus of the program. An understanding of the program by the hydroelectric industry will assist in the ultimate goal of safe dams. The paper discusses key elements of the program, including pre-construction, construction, operation aspects, and engineering guidelines.
