Abstract:

Since the passage of the Electric Consumers Protection Act (ECPA) on October 16, 1986, the Commission has effected a number of organizational, programmatic and regulatory changes consistent with its commitment to assure compliance with its orders and regulations, and in response to the Congressional intent underlying the enforcement provisions of section 12 of ECPA. This paper describes the organization responsible for administering compliance with licenses and exemptions, and the procedures employed in processing compliance matters. An analysis of the types of violations frequently encountered by hydro plant operators and subsequent enforcement cases is presented.
