The Development and Writing of the ASCE/EPRI Hydroelectric Guidelines

Abstract:

In the Spring of 1989, the American Society of Civil Engineers (ASCE) and the Electric Power Research Institute (EPRI) jointly published their Civil Engineering Guidelines for Planning and Designing Hydroelectric Developments (the Guidelines). ASCE provided the technical authors and EPRI provided funding for publishing and coordinating the project. This paper describes the Guidelines and how they are organized, follows the history of ASCE/EPRI cooperation in writing the Guidelines and the lessons they learned, and shows how they may be useful to civil engineers in the hydropower field. In addition to outlining the contents and usefulness of the Guidelines, this paper provides practical advice on how to facilitate and improve cooperation between organizations and persons with widely different backgrounds and objectives as they work towards a common goal.
