Abstract:

This paper provides a brief review of the current hydrologic design practices of the U.S. Army Corps of Engineers (USACOE) for safety inspection of dams and the current hydrologic design practice of the Soil Conservation Service (SCS), U.S. Department of Agriculture. A hypothetical case study is presented to demonstrate the impact of risk-based analysis on the USACOE's hydrologic design practice for safety inspection of dams and SCS's current hydrologic design practice. It is shown that the hydrologic design resulting from a risk-based analysis may not always be in conformity with the current USACOE's hydrologic design practice for safety inspection of dams and SCS's current hydrologic design criteria.
