Abstract:

Increasing demands for water combined with recent droughts have increased the search in many regions for new sources of water. High on the list of alternatives are always interbasin transfers. The complex nature of such transfers requires full consideration of environmental, legal, socio-cultural and economic factors and speaks to the need for Federal policy to govern such actions. Such policy does not exist.
