Abstract:

It is important for states and local governments to devise and implement strategies for dealing with their water resource needs during a drought. This paper discusses the mechanisms that the state of Iowa uses to deal with significant drought events. The experiences of a number of water users in the state are used to show how a system that is vulnerable to droughts can reduce its vulnerabilities by developing supplementary water sources.
