Abstract:

In the 'utility valuation' approach, the recreational experience possible at given flow levels is examined to derive a utility that the resource provides to the users. In this paper the utility valuation approach is further explored. The aim is to derive benefit functions that will reflect the public's potential to engage in a specific recreational activity. Economic gains associated with flow levels are not considered of primary importance. The paper assesses methodologies, then develops a case study of fishing.
