Abstract:

This paper discusses compliance by the U.S. Department of Energy Waste Isolation Pilot Plant (WIPP) near Carlsbad, New Mexico with the Resource Conservation and Recovery Act (RCRA) (1). The focus of the discussion is on RCRA compliance issues at a facility scheduled to begin receiving radioactive mixed waste about September 1989.
