Abstract:

Over the past 10 years, Southern California Gas Company (SoCalGas) has developed an environmental risk management program to mitigate or eliminate the potential health risks to employees, customers, and the general public from exposure to hazardous substances used or generated by the Company. The risk management program has a significant impact on utility activities including emergency response, emergency response planning, and the cleanup of chemical releases. The author describes the types of situations in which risk assessment is used in a gas utility, the various methodologies employed, and the role of risk assessment in SoCalGas' risk management program.
