Abstract:

The papers in this book were presented at the ASCE Specialty Conference, Highway Safety: At the Crossroads, held in San Antonio, Texas, March, 1988. Among the topics covered are: assessment of the effectiveness of highway safety programs over the past 20 years; comparison of highway safety programs to other national health and safety programs; examination of the political process and issues in allocating public funds to safety-related and non-safety-related programs; the use of benefit to cost procedure in allocating public funds; and present plans to advance highway safety to the year 2010. Papers are presented by twenty nationally recognized experts and leaders in various fields relating to highway safety, and are followed by discussions of the papers as summarized from discussions that took place at the Conference.
