Abstract:

Even though the National Bureau of Standards has issued its report on the probable cause of failure in the collapse of the L'Ambiance Plaza. there is room for doubt as to whether or not the NBS is correct. A close look at the actual conditions used by the NBS in its lifting angle test, which is the prime basis for its findings, casts doubts on the accuracy of the results.
