Abstract:

Wetlands issues raised in connection with the proposed Homestake II Project required an extremely detailed evaluation of basin hydrology. The Subalpine Water Balance Model (WATBAL) was calibrated for the project area using a data base which included record low and near-record high precipitation. Subsequent validation of WATBAL was done by comparing simulated water yields against streamflow measured at several wetland locations. The modeling effort also provided the basis for developing a monitoring and mitigation plan. An innovative element of this plan provides for operational flow releases in the unlikely event that vegetation monitoring detects encroachment of the wetlands by upland species.
