Abstract:

This paper begins by examining recent trends in financing urban water resource systems and sets them in the broader contexts of local government finance and concerns about financing the nation's infrastructure. Attention is then focused on three specific aspects of the financing problem: namely, capital budgeting, evaluation of alternative financing strategies, and the fiscal capabilities of alternative organizational arrangements for delivering these services.
