Water Assurance Districts: A New Concept in Local Government

Abstract:

Society has long utilized local governmental units to implement numerous water management functions. This paper discusses a new and relatively unique local organizational structure now being utilized in Kansas. These new entities are titled Water Assurance Districts. They are being formed to finance and utilize surface water augmentation storage on a river basin basis. Membership in these Districts is limited to the municipal and industrial users who will assume the responsibility for the local cost sharing obligations.
