Abstract:

This discussion is about Operational Flexibility, as it applies to the generating resources of a large electricity system. The author discusses the situation at Ontario Hydro, operationally speaking, followed by some further insight into the field of resource utilization as it is practised at Ontario Hydro and, no doubt, at a number of large modern-day power utilities around the world. Finally, the role and place of hydroelectric resources will be discussed in the light of the developing problems facing today's operator and of the encroachment that some constraints have made into what were once almost ideal conditions. A brief discussion of what is being done about it at Ontario Hydro will conclude the paper.
