Abstract:

Guidelines addressing methods and procedures for evaluating benefit and cost components of power projects are being prepared for Western Area Power Administration to use in economic analyses of resource, transmission and marketing activities. They follow implementation of April 1986 Guidelines for Power Value Determinations published by Western, and are to be completed in 1987. The need to recognize a myriad of different economic criteria and analytical techniques is being faced. These range from Federal constant-dollar type analyses espoused by the water resource agencies, to the life-cycle type analyses normally used in the utility industry and recommended by the Department of Energy. An array of solutions in engineering economic and resource scoping studies can result.
