Abstract:

This paper reviews the significant changes in the policies and procedures followed by agencies formed to deliver irrigation water in the western United States generally and California in particular since districts were first formed in the late 1800's. The evolution of management, operation and maintenance practices are discussed for three general periods: (1) Pre 1940-The Past; (2) 1940 to 1990-the Present and (3) Post 1990-The Future, which includes predictions.
