Abstract:

The performance of an irrigation project is significantly influenced by the organization which distributes water to users. It is demonstrated that a intermediate level authority, typically an irrigation district, is needed to provide an interface between the water supply operations and farm operations. The organization of this intermediate authority depends on technical, social and political factors. This article discusses the issues which determine how to select or alter an organizational and operational strategy.
