Abstract:

Deep ocean sites are presently being considered for the permanent disposal of wastes. The Environmental Protection Agency (EPA), in conjunction with other agencies, is mandated to monitor the disposal operation to detect potential adverse environmental impacts. A monitoring protocol is proposed which consists of a framework or strategy, and alternative ways to implement each element of the framework. The framework includes a planning phase, a design phase, and an implementation phase.
