Abstract:

In April 1985, the North Fraser Harbour Commission (NFHC) initiated work to establish an environmental management program for the North Fraser Harbour to be jointly administered by the NFHC and Department of Fisheries and Oceans (DFO). The NFHC is anticipating that the joint environmental management program will provide improved harbour planning which is more proactive than the existing process. This will yield economic benefits in terms of a more streamlined and less costly harbour development approval process and improved environmental quality through maintenance of sensitive aquatic habitats, improved industrial practices and reduced potential for water pollution. The joint management concept should also reduce interagency jurisdictional disagreements and is expected to lead to a more efficient and effective management process.
