Abstract:

The effective development of the waterfront should optimize properties of the waterfront, resulting in activation of urban districts. For this purpose, rehabilitation of the district by letting people live there and supervision of the district, and, furthermore, consciousness and action of the people based on the community become important. In addition, an organized community is indispensable. In this paper, the community organized by properties retained at the waterfront, called a 'Waterfront Community', is clarified with respect to its establishment conditions.
