Abstract:

Stewardship 87 provides new linkages between land users, public agencies and the non-profit sector. It creates a totally new rapport between local governments (dependent upon ad valorem taxes) and state and federal land agencies (whose land acquisition comes off the tax rolls). The Copper Mountain program uses a multiple solutions approach, potent syntheses of existing knowledge. The operating principle is to use the least force that will protect the ecosystem. As such, the program offers opportunities to bring about change by winning example, the most powerful incentive to individual action. By combining agency and non-profit talents and technologies, a powerful array of land stewardship tools can be brought to bear.
