Abstract:

In anticipation of the federal oil and gas lease initiative, the Washington Department of Ecology selected the consulting firm Cogan, Sharpe, Cogan of Portland, Oregon to conduct an OCS policy study. The purpose of the study is described. This paper discusses some of the important findings and recommendations contained in the recently published OCS policy study. While some of these have limited applicability outside of the Washington/Oregon lease area, others are certainly relevant to other so-called frontier lease areas.
