Abstract:

In September 1986, Virginia received federal approval of its coastal resources management plan. The plan utilizes a 'network' of existing regulatory programs and agencies to achieve the goal of coastal management. This paper describes the plan's framework and offers a preliminary evaluation of its chances for success.
