Abstract:

The paper discusses the need to examine alternative means to manage coastal resources within the Association of South East Asian Nations region (ASEAN). One approach, regional development planning, is discussed in detail. An analysis is made of three regional development plans comparing their respective suitability to manage coastal areas. The author concludes that RDPs under certain conditions can serve as de facto coastal area management plans and proposes criteria for use in evaluating their usefulness.
