Abstract:

The paper referred to in this abstract forms a trilogy of the author's presentation at previous Coastal Zone Symposium at which he traced the development of two small fishing harbors north of San Francisco, Noyo River (CZ 80) Bodega Bay (CZ 83), and Fisherman's Wharf, San Francisco. The paper describes Federal participation in construction of the project at Fisherman's Wharf. It update events at the other two harbors and compares and constrasts the institutional arrangements used to bring about the redevelopment of two of these three harbors.
