Harbor Rehabilitation and Recreational Development in Racine, Wisconsin

Abstract:

With a growing realization that the Racine waterfront was underutilized, Downtown Racine Development Corporation (DRDC) in concert with City and County officials directed its attention to the harbor and the downtown area immediately adjacent to it. The planning efforts of Johnson, Johnson & Roy, Warzyn Engineering, DRDC and City and County representatives resulted in a Plan for Development that intended to make the harbor development the anchor for other developments in the area. What had begun as a planning effort to build a 1. 8 million festival park at the water's edge had turned into a determination to develop the harbor into a 20 million recreational boating facility and to make it one of the finest on the Great Lakes. This paper discusses the plan, including breakwater design and project funding.
