Abstract:

This paper focuses on a decision by the U. S. Army Corps of Engineers (Corps) not to include a worst case oil spill analysis in the Environmental Impact Statement (EIS) for a proposed Galveston, Texas deepwater port project. The study identifies how the agency responded to a new, previously unchallenged regulation. Subjects covered include the study method, environmental considerations, economic considerations, and others.
