Abstract:

There are numerous federal, state, and local laws related to the conservation of coastal habitats. Nevertheless, these valuable resources continue to be degraded and destroyed. One result is a decline in many of this nation's fishery resources-at a time of increasing seafood consumption. What is needed to reverse this decline is enactment of comprehensive federal legislation to conserve and restore fisheries habitat. The paper discusses how this may be done, subjects covered include stresses on coastal fisheries habitat, a proposed restoration act, and others.
